International Relations

The Constitutional Court maintains relations with a substantial number of foreign constitutional supervision bodies. The Court participates in activities of international associations of constitutional courts and exchanges bilateral visits for the purpose of mutual assessment of practices of constitutional justice. Representatives of the Constitutional Court of the Russian Federation also participate in various bilateral and multilateral meetings, conferences, and seminars on the issues of constitutional law and constitutional justice.

The Russian Constitutional Court is a founding member of the Eurasian Association of Constitutional Review Bodies (created in 1997), full member of the Association of Asian Constitutional Courts and Equivalent Institutions (since 2011), and an observer member of the Conference of Constitutional Jurisdictions of Africa (since 2018). For many years, the Constitutional Court had participated in the work of the Conference of European Constitutional Courts and the World Conference on Constitutional Justice. The Constitutional Court of the Russian Federation is a signatory to bilateral cooperation agreements with the high courts of Abkhazia, Algeria, Bulgaria, Ethiopia, Hungary, Indonesia, Iraq, Israel, Italy, Kazakhstan, Republic of Korea, Kyrgyzstan, Moldova, Mongolia, Tajikistan, Turkiye and Uzbekistan.

Delegations of the Constitutional Court of the Russian Federation visited the high courts of Algeria, Armenia, Austria, Azerbaijan, Belarus, Brazil, Bulgaria, People's Republic of China, Croatia, Cyprus, Czech Republic, France, Germany, Hungary, Israel, Italy, Republic of Korea, Lithuania, North Macedonia, Moldova, Mongolia, Montenegro, Morocco, Peru, Poland, Portugal, Romania, Serbia, Slovakia, Slovenia, Switzerland, United States, Ukraine, and also international organisations and interstate courts.

Over the years the Constitutional Court invited and hosted official delegations of the supreme judicial bodies of Abkhazia, Algeria, Armenia, Austria, Azerbaijan, Belarus, Brazil, People's Republic of China, Croatia, Cyprus, Czech Republic, Ethiopia, France, Germany, Hungary, Indonesia, Iraq, Israel, Italy, Kazakhstan, Republic of Korea, Kyrgyzstan, Moldova, Mongolia, Montenegro, Peru, Poland, Portugal, Romania, Serbia, Slovakia, Slovenia, Switzerland, Tajikistan, Turkiye, Uzbekistan, Ukraine, as well as delegations of international organisations and interstate courts.

In recent years the international cooperation of the Constitutional Court of the Russian Federation continued to develop both at universal and regional levels. The Court's delegations have attended the Judicial Summit of G20 countries which became a new world platform for judicial dialogue, in Rio de Janeiro (Brazil, 2024) and Johannesburg (Republic of South Africa, 2025). The Chairman and Judges of the Court have held an exchange of views with the President of the Court of the Eurasian Economic Union on the issue of development of Eurasian legal space (St. Petersburg, 2024). The Judges of the Constitutional Court regularly attend the events of regional associations of constitutional courts and equivalent institutions of Asian and African countries.

Representatives of the Constitutional Court also participate in various international bilateral and multilateral meetings, conferences, seminars on relevant constitutional law and constitutional justice issues. In this regard apart from the abovementioned countries they attended Argentina, Bosnia and Herzegovina, Brazil, Finland, Georgia, Egypt, India, Indonesia, Kazakhstan, Latvia, Republic of South Africa, Venezuela and Zimbabwe.

The Constitutional Court regularly holds various international fora, often in cooperation with other organisations. Among the largest events of this kind held in recent years were the International Symposium on the Rule of Law (St. Petersburg, 2013); the International Scientific and Practical Conference dedicated to the 20th Anniversary of the Constitution of the Russian Federation "Modern Constitutionalism: Challenges and Prospects" (St. Petersburg, 2013); the International Conference "Enhancing National Mechanisms for Effective Implementation of the European Convention for the Protection of Human Rights and Fundamental Freedoms" (St. Petersburg, 2015); the International Conference "Modern Constitutional Justice: Challenges and Prospects" commemorating the 25th Anniversary of the Constitutional Court of the Russian Federation (St. Petersburg, 2016); the International Conference "Constitutional Justice: Doctrine and Practice" (St. Petersburg, 2017); the International Conference "Constitution in the Global Change Epoch and the Goals of Constitutional Review" (St. Petersburg, 2018); the International Conference "Constitutional Identity and Universal Values: the Art of Balance" (St. Petersburg, 2019); the International Conference "Constitution and Constitutional Supervision: Developing the Doctrine and Advancing the Case-Law" (St. Petersburg, 2023), and the International Conference "Protection of Rights and Constitutional Supervision" (St. Petersburg, 2024) attended by Heads and Justices of constitutional courts and equivalent institutions from all the continents, representatives of supranational bodies for the protection of human rights and intergovernmental organisations.
