On 7 August 2021 in Moscow retired judge of the Constitutional Court Viktor Louchin passed away.

On 7 August 2021, Soviet and Russian lawyer, judge in retirement of the Constitutional Court of the Russian Federation Viktor Osipovich Louchin passed away.

His interest to state (constitutional) law manifested already in his youth. In 1965 he graduated with honours from Voronezh University (faculty of law), entered postgraduate studies, successfully pursued educational and scientific work, defended his candidate and subsequently doctor’s theses devoted to current issued of realisation of constitutional norms. In 1980s he worked in the Institute of State and Law of the Academy of Sciences of the USSR.

In November 1991 at the Vth Congress of People’s Deputies of the Russian Federation upon proposal of the “Communists of Russia” faction he was nominated to membership of the Constitutional Court of the Russian Federation. He was the author of more than a hundred publications on theory of law and constitutional law, many monographs and textbooks.

After retirement, Viktor Louchin, who was a doctor of legal science, professor, honoured worker of science of the Russian Federation, for many years shared his knowledge and experience of constitutional law scientist with students and postgraduate students of the Moscow State University.
